The Fort Lewis and McChord AFB (JBLM) Area Real Estate Market Trends


The economy in Western Washington, as well as the real estate market, has remained one of the strongest in the country.  Throughout the current economic crisis, home values in the Lewis-McChord area (Pierce and Thurston Counties), have held in comparison to many other parts of the country.  While we have seen a decline in higher priced homes (homes priced over $300,000), values for homes priced under 300k have only declined by 3-5%, and in recent months have been trending back to 2006-2007 prices.

Service members assigned to Joint Base Lewis-McChord, along with the State government and large corporate infrastructure has been the driving force behind the stability in the local housing market.  The large turn-over of personnel at Ft. Lewis and McChord AFB, Turn-over of State employees, and west coast distribution centers for large corporations such as Target and Home Depot provide a constant flow of people relocating to and from the area.

As I write this, in July of 2010, Joint Base Lewis-McChord is welcoming the return of approximately 15,000 soldiers and airmen from Iraq and Afghanistan.  These re-deployments will take place from now until the end of October, and are expected to result in several thousand home buyers entering the market over the course of the next year.  These buyers include the returning soldiers who wish to purchase a home, as well as replacements for returning soldiers who will be PCS'd to other assignments once they are home.

The local market is still a buyers market...but just barely.  While we do have a large inventory of existing homes on the market, they have been pretty well picked over.  Additionally, the banks are not letting builders get ahead of themselves again, meaning that those wishing to purchase new homes are either having to settle for the new homes that have been sitting on the market (and have been picked over by buyers in the past year), or they are having to purchase "pre-sales", meaning homes that will take 3-5 months to construct.  The existing home situation is about the same, with lots of "less than desirable" homes on the market, and a small amount of new listings coming on the market...the attractive, well priced ones are moving.

I believe that we will be in a sellers market in the course of the next 6 months.  The inventory situation (mentioned above), coupled with the huge number of buyers expected to come in to the market this fall and winter, are signs of an impending shortage in some categories of homes (the homes under 300K). 

I believe that all of the above bodes well for home owners, and for those with concerns about the national real estate market and how the national market/economy relates to Washington.  As we saw values fall by 30-40% in other parts of the country, Washington real estate retained value.  Some parts of the country are experiencing double digit unemployment; Washington is currently below 7%.  With this much strength during the worst economic crisis in living memory, I expect that as the economy improves, Washington will lead the nation in the recovery.
 


First time home buyer tax credit extended for servicemembers

Great news for service members and for the south sound real estate market. The home buyer tax credit has been extended for members of the military and others who have recently served overseas. The current program, set to expire this month, would have excluded many very deserving military members and their families.  

If you are not familiar with the home buyer tax credit, it is a component of The Worker, Homeownership and Business Assistance Act of 2009. This program provides an incentive for first time home buyers of $8000, and $6500 for some qualified second time buyers. The credit is not a deduction, but is money paid out by the government to home buyers in an effort to stimulate the economy.
 
At the time that the current tax credit was put in place, there was a great deal of concern among service members and veterans groups that our troops, out of the country on government orders, would not be able to take advantage of one of the greatest home buying incentives in history. Strong lobbying by realtors, service organizations, and recognition of the unfairness of this situation by congress resulted in the extension of the program. A great effort to accommodate those serving our country…some good patriotic news is refreshing!
 
The following is a summary of the rule revision: Service members and some other federal employees may now have an extra year to buy a new principle residence and qualify for the tax credit if they have served overseas on government orders. The current rules (which apply to those of us not serving overseas) state that a home buyer must have a signed (ratified) contract to purchase no later than April 30th, and close the transaction no later than the end of June. With this provision, the rules for this special group have been extended to April 30, 2011 and June 30, 2011 respectively.

Many feel that discontinuing the tax credit just as the real estate market begins to show signs of life is a mistake, and that doing so may result in “pulling out the rug too soon”. While the impact on the national real estate market is yet to be seen; the positive impact that this extension will have locally is certain. Our community has about 17,000 soldiers and airmen returning from deployments to Iraq and Afghanistan this year. Many will be looking to buy a home in the Joint Base Lewis-McChord area upon their return. They, along with home sellers in our area, will have the added incentive/benefit of the tax credit.
